The lack of skilled employees has grown to be a significant obstacle to Luxembourg’s economic growth. The IT sector is especially affected, but other areas, such as healthcare, engineering services, finance, and different segments of the construction industry, are also in desperate need of labour. To address this issue and assist enterprises in employing foreign skilled workers, the new law, effective August 7, 2023, makes major modifications to the employment of third-country citizens. Easier access to the employment market for third-country nationals already living in Luxembourg.
The new law intends to greatly ease the employment of third-country nationals who already live in Luxembourg. Family members of third-country citizens legally residing in Luxembourg will now have unfettered access to the employment market and will not need work permits. The process of approving temporary employment (AOT) would also be streamlined.
For asylum seekers whose cases have not been resolved after six months, as well as people whose deportations have been delayed or cancelled.
Simplified processes for recruiting third-country citizens who do not currently reside in Luxembourg. Companies seeking to recruit a third-country national must have disclosed the job opening to ADEM and applied for a certificate authorising them to hire the candidate of their choosing. The steps of issuing this certificate will be simpler.
Despite the growing unemployment, Luxembourg reported severe shortages of appropriate people in 24 occupational areas, including banking, auditing, engineering, health, law, accountancy, psychology, renewable research engineering and education among others. More information here.
